1nterpretation on the adjustment of classification and catalogue of occupational diseases

1. Why should we adjust the classification and catalogue of occupational diseases

in 1957, China first issued the “provisions on the trial implementation of” the scope of occupational diseases and the treatment methods for patients with occupational diseases “, which determined 14 kinds of occupational diseases, and adjusted them in 1987, increasing them to 9 categories and 99 kinds. 1n 2002, the former Ministry of health and the former Ministry of labor and social security issued the catalogue of occupational diseases in order to coordinate with the implementation of the law on prevention and control of occupational diseases

in recent years, with the rapid development of China’s economy, the wide application of new technologies, new materials and new processes, as well as the emergence of new occupations, types of work and modes of labor, the occupational hazards exposed to workers in occupational activities are more diverse and complex. Many localities, departments and workers reflect that the current catalogue of occupational diseases, which has lasted for more than 10 years, can not fully reflect the current situation of occupational diseases, so it is necessary to make appropriate adjustments. On December 31, 2011, the 24th Meeting of the Standing Committee of the 11th National People’s Congress deliberated and passed the decision on Amending the law of the people’s Republic of China on the prevention and control of occupational diseases, which stipulates that “the classification and catalogue of occupational diseases shall be formulated by the health administration department of the State Council in conjunction with the work safety supervision and Administration Department of the State Council, the labor and social security department, and the deficit administration department Adjust and release. The trade union shall supervise the prevention and control of occupational diseases in accordance with the law and safeguard the legitimate rights and interests of workers. “. According to the relevant provisions of the law of the people’s Republic of China on the prevention and control of occupational diseases, the state health and Family Planning Commission, the Ministry of human resources and social security, the State Administration of work safety and the all China Federation of trade unions have jointly adjusted the classification and catalogue of occupational diseases in order to effectively protect the health and related rights and interests of workers< (2) why is the catalogue of occupational diseases changed to the classification and catalogue of occupational diseases< 1n 2002, the former Ministry of health and the former Ministry of labor and social security issued the catalogue of occupational diseases, which increased the number of occupational diseases to 10 categories and 115 species. Compared with the classification of occupational diseases in 1987, one category was added, that is, occupational radiation diseases were put forward from the classification of diseases caused by physical factors and divided into one category separately. The occupational diseases are still classified into L categories, but the names of the three categories are adjusted. 1n order to keep consistent with the description of the classification and catalogue of occupational diseases in the law of the people's Republic of China on occupational prevention and control, the original catalogue of occupational diseases was revised to the classification and catalogue of occupational diseases< How is the classification and catalogue of occupational diseases adjusted according to the law on the prevention and control of occupational diseases, in January 2012, the State Health Commission, together with the Ministry of human resources and social security, the State Administration of work safety and the all China Federation of trade unions, launched the adjustment of the classification and catalogue of occupational diseases, established a leading group, a working group and a technical group, and clarified the working mechanism, adjustment principles and selection principles of occupational diseases. On the basis of questionnaire survey, current situation analysis and collection of practices of international organizations and other countries, the technical group held three expert meetings to put forward the basic framework, the list of occupational diseases to be added and the basis. On this basis, the working group held three working group meetings and an expanded expert meeting, widely listened to the opinions of relevant departments and experts, and formed the “classification and catalogue of occupational diseases (Draft)” on December 7, 2012. After being deliberated and approved by the plenary meeting of the leading group, opinions were openly solicited from all localities, relevant departments and the society on January 14, 2013. On March 22, 2013, the working group held its fourth meeting, focusing on the study and discussion of the opinions reflected by various localities, relevant departments and the society. After in-depth investigation and study of enterprises, full communication and consultation, the working group finally reached a consensus and jointly issued the classification and catalogue of occupational diseases 4. What are the adjustment principles of the classification and catalogue of occupational diseases< The adjustment of classification and catalogue of occupational diseases follows the following principles: 1< According to the actual situation of occupational disease prevention and control in China, the key occupational diseases should be highlighted< 3. Adapt to the current level of economic and social development and the affordability of industrial injury insurance 4 maintain the continuity and operability of the catalogue 5. Establish a working mechanism for dynamic adjustment of the catalogue 6 be open and transparent, and fully listen to the opinions of all parties< 5. What are the selection principles of occupational diseases Occupational Diseases refer to the diseases caused by exposure to dust, radioactive substances and other toxic and harmful factors in the occupational activities of employees of enterprises, institutions and individual economic organizations. The selection of occupational diseases should follow the following principles: 1< There are a certain number of exposed people 3 there is a reliable method for the determination of medical urticaria 4. Occupational group and non occupational group can be clearly defined by limiting conditions 5 patients are occupational population, which means there is specificity< What adjustments have been made to occupational diseases according to the adjustment principle of classification and catalogue of occupational diseases and the selection principle of occupational diseases, the revised classification and catalogue of occupational diseases has been adjusted from 115 kinds of occupational diseases to 13 kinds of occupational diseases, with one open page. What adjustments have been made to occupational diseases caused by physical factors and occupational radiation two kinds of occupational diseases are added to the classification of occupational diseases caused by physical factors: laser induced eye (cornea, lens, retina) injury and frostbite. According to the classification of occupational radiation diseases, the scope of radiation tumors should be expanded, and “lung cancer caused by high radon exposure of miners” should be included in the scope of radiation tumors< 12. What adjustments have been made to occupational infectious diseases< The first is to add two kinds of occupational diseases: "A1DS (caused by medical and health personnel and the people's police" and "Lyme disease"; The second is to change "brucellosis" into "brucellosis" A1DS is caused by medical and health personnel and the people’s police: it refers to that medical and health personnel and the people’s police are infected with the blood and body fluids of H1V infected persons or patients, or biological samples or wastes carrying H1V in their professional activities or official duties, or infected with the skin or mucous membrane, or infected with the blood and body fluids containing H1V Body fluid contaminated by medical devices or other sharp magnetic skin infection of A1DS Lyme disease is a kind of natural focus disease caused by Borrelia burgdorferi mainly through tick bites, which mostly occurs in forest areas and has a wide incidence area. Long term workers in forest areas have a high probability of infection and morbidity after being bitten by ticks< 13. What adjustments have been made for occupational cancer< The first is to add three kinds of occupational diseases: lung cancer caused by zeolite, pleural mesothelioma, skin cancer caused by coal tar, coal tar pitch and petroleum pitch, bladder cancer caused by b-naphthylamine; The second is to change "lung cancer caused by chloromethyl ether" to "lung cancer caused by chloromethyl ether and dichloromethyl ether", change "lung cancer caused by arsenic" to "lung cancer caused by arsenic and its compounds and skin cancer", change "lung cancer caused by coke oven workers" to "lung cancer caused by coke oven emissions", and change "lung cancer caused by chromate manufacturing workers" to "lung cancer caused by hexavalent chromium compounds"< 14. What adjustments have been made to other occupational diseases among other occupational diseases, one is to change “bursitis of coal mine workers” to “bursitis (limited to coal mine workers)”; The second is to increase “femoral vein thrombosis syndrome, femoral artery occlusion or lymphatic vessel occlusion (limited to scraping workers)”< Before the adjustment of the classification and catalogue of occupational diseases, the occupational population of bursitis was limited to coal mine workers, but now it is revised to coal mine workers, expanding the scope of occupational population manual scraping is very common in machine tool production, precision machining and maintenance, with a certain number of exposed people. Due to the long-term pressure of scraping operation, some workers have symptoms of femoral vein thrombosis, femoral artery occlusion or lymphatic vessel occlusion.
