this standard specifies the safety technical requirements and management requirements of production and business operation units in limited space

this standard is applicable to the limited space operation activities of industry and trade industries such as metallurgy, nonferrous metals, building materials, machinery, light industry, textile, tobacco and commerce

3 terms and definitions

this standard adopts the following terms and definitions

3.1 limited space

refers to the space that is closed or partially closed, the entrance and exit are narrow, the operators can not work in for a long time, the natural ventilation is poor, and it is easy to cause the accumulation of toxic and harmful, flammable and explosive substances or the lack of oxygen content

3.2 types of limited space

there are three types of limited space: closed and semi closed equipment, underground limited space and aboveground limited space

3.2.1 closed and semi closed equipment

such as storage tank, vehicle tank, reaction tower (kettle), pressure vessel, pipeline, flue, boiler, industrial furnace, etc

3.2.2 underground limited space

such as underground pipeline, underground ditch, tunnel, culvert, pit, waste well, cellar, sewage pool (well), biogas pool, septic tank, sewer, etc

3.2.3 limited space on the ground

such as storage room, distiller’s grains pool, fermentation pool, garbage station, silo, etc

3.3 confined space operation

refers to the operation in which the operator enters the confined space

4 identification of dangerous and harmful factors

4.1 for limited space, production and business units should identify dangerous and harmful factors< (1) there are some dangerous media such as acid, alkali, poison, dust and smoke, which are easy to cause asphyxia, poisoning, fire and explosion accidents (2) there are some dangerous and harmful factors, such as hypoxia or oxygen enrichment, flammable gas and steam, toxic gas and steam, roof fall, falling from height, object strike, various mechanical injuries, electric shock, drowning and so on (3) the isolation between equipment and facilities, inside and outside of equipment and facilities leads to poor ventilation, insufficient lighting, poor lighting and poor communication in the working space (4) the small activity space and narrow work site easily lead to the difficulty of staff access and contact, which is not conducive to work monitoring and rescue (5) due to high humidity and heat, operators consume a lot of energy and are prone to fatigue 5 requirements for safety management 5.1 responsibilities and safety responsibilities of production and business operation units< (2) the person in charge of safety is directly responsible for leadership< (3) the person in charge of the site is directly responsible< (4) safety management personnel are responsible for supervision and inspection (5) the operator is responsible for obeying the command, abiding by the rules and regulations, and refusing knowing the violation of the law (6) the operation supervisor shall be responsible for on-site monitoring 5.1.2 the requirements of the production and business operation unit for the contract awarding and contracting of the limited space operation are as follows: (1) if the production and business operation unit does not have the conditions for the limited space operation, it shall contract the limited space operation project to the construction unit with corresponding qualifications, and shall not contract the project to the unit or individual without the conditions for safe production (2) when a production and business operation entity contracts a limited space operation, it shall sign a special safety production management agreement with the contractor, or stipulate its own safety production management responsibilities in the contract. When there are more than one contractor, the production and business operation unit shall coordinate and manage the safety production work of the contractor (3) the Contractor shall strictly abide by the safety agreement and the operation procedures, and strictly prohibit illegal command and operation 5.1.3 the production and business operation unit shall designate the corresponding management department for the limited space operation, and shall be equipped with appropriate personnel 5.1.4 the production and operation unit shall create a construction environment that meets the requirements of safe operation for the construction unit< (1) establish and improve the safety production responsibility system of limited space operation, and clarify the responsibilities of the person in charge, operator and supervisor of limited space operation (2) organize the formulation of special operation plan, safe operation procedures, accident emergency rescue plan, safety technical measures and other limited space operation management system (3) ensure the safety investment of limited space operation, and provide the required ventilation, detection, protection, lighting and other safety protection facilities and personal protective equipment (4) supervise and inspect the work safety of the limited space operation of the unit, and implement the safety requirements of the limited space operation (5) provide emergency rescue support and do a good job in emergency rescue< (6) report production safety accidents timely and truthfully 5.2 operation management 5.2.1 the production and operation unit shall identify each device, equipment or operation area, determine the quantity and location of the limited space, and establish the limited space management account. The limited space statistics should be updated according to the working environment, process equipment changes, etc 5.2.2 when entering the limited space for construction, maintenance, cleaning and other operations, the production and business operation unit shall implement the operation approval, which shall be reviewed and approved by the person in charge of the safety and relevant management department. No one is allowed to work in confined space without approval 5.2.3 the production and business operation unit shall inform the operators of the dangerous and harmful factors existing in the operation in the limited space and the prevention and control measures 5.2.4 the limited space operators should be free from diseases and physiological defects that hinder the operation of the corresponding type of work, and meet the qualification requirements of the corresponding type of work 5.2.5 check the operators and tools before and after the operation 5.2.6 the production and business operation unit shall make clear the person in charge, guardians and operators of the limited space operation site, and shall not operate without guardians 5.2.7 operators are not allowed to carry items irrelevant to the operation into the limited space, and they are not allowed to throw materials, tools and other items during the operation 5.2.8 it is strictly forbidden for operators to take off personal protective equipment in the working area of limited space 5.2.9 the operation in limited space with great difficulty, high labor intensity and long time should be carried out in rotation 5.2.10 after the operation, the person in charge of the site shall carry out safety inspection to eliminate hidden dangers and ensure that all personnel leave 5.3 safety management system and operation procedures 5.3.1 the production and business operation unit shall establish the following rules and regulations for safe production in limited space: (1) approval system for operation in limited space< (2) training and education system for limited space operators< (3) health examination system for operators< (4) supervision system of safety facilities in limited space< (5) detection system 5.3.2 safety operation procedures should be established according to the type of work 5.4 education and training for operators 5.4.1 the production and operation unit shall conduct safety education and training for the person in charge, guardian and operators of the limited space operation site every year. The training contents include: dangerous characteristics in limited space and requirements for safe operation; The procedure of entering the limited space; The correct use of testing instruments, personal protective equipment and other equipment; Accident emergency rescue measures and emergency rescue plan, etc. The training shall be recorded, and the personnel participating in the training shall sign for confirmation 5.4.2 before limited space operation, the production and business operation unit shall conduct safety disclosure to the guardian and operators, including the structure and relevant media of the operation space, possible toxic and harmful substances in the limited space, possible accidents in the operation, treatment and rescue methods, etc 5.5 emergency rescue management 5.5.1 the production and business operation unit shall formulate the emergency rescue plan, on-site disposal plan and on-site disposal plan for limited space operation, clarify the rescue personnel and responsibilities, implement the rescue equipment and equipment, master the accident disposal procedures, and improve the emergency disposal ability for emergencies. The plan shall be drilled at least once a year, and the on-site disposal plan shall be drilled once every half a year. The drilling records shall be kept and continuously modified 5.5.2 the production and operation units shall be equipped with comprehensive personal protection and emergency rescue equipment, such as isolation respiratory protection equipment such as full mask positive pressure air respirator or long tube mask, emergency communication and alarm equipment, on-site rapid detection equipment, high-power forced ventilation equipment, emergency lighting equipment, safety rope, lifeline, safety ladder, etc 5.5.3 protective equipment and emergency rescue equipment and facilities should be properly kept, and regularly inspected and maintained according to regulations, so as to ensure the normal operation of the facilities 5.6 other management requirements (other management requirements not included in the above contents after consulting experts)
