Discussion on effective ways of occupational disease prevention and supervision

With the rapid development of China’s industrial economy, the hazards of occupational diseases have spread from the traditional shipbuilding industry, chemical industry, mining industry, machinery manufacturing industry to wood processing, stone processing, leather shoes, luggage processing and other industries. At present, with the rapid development of China’s industrial economy, occupational hazards have spread from the traditional shipbuilding industry, chemical industry, mining industry, machinery manufacturing industry to wood processing, stone processing, leather shoes, luggage processing and other industries. At present, the total number of workers suffering from occupational diseases has exceeded 100 million. According to the statistics of the health department, since the 1950s, as of the end of 2011, 779849 cases of occupational diseases have been reported in China. 1n 2011, 29879 cases of occupational diseases have been reported in China. Every year, countless families suffer from occupational diseases

the occupational health of workers has been concerned by the society since 2009 when Zhang Haichao, a migrant worker in Henan Province, took a chest test. At present, due to the backward technology and ability of occupational disease prevention and control, the transfer of toxic and harmful types of work and processes, the lax audit of preventive work, some enterprises do not pay enough attention to occupational disease prevention and control, and workers’ weak awareness of their own occupational health protection, the current situation of more occupational hazard workplaces, more involved areas and more occupational disease patients has gradually formed

the high incidence of occupational diseases is mainly due to the fact that many enterprises do not pay enough attention to the occupational health of employees and fail to implement various measures for the prevention and control of occupational diseases. The reasons are as follows: first, the education and training of occupational hazards are not in place; second, the occupational health risks of key industries are prominent; third, the main responsibility of occupational health of enterprises is not in place; fourth, the occupational health supervision responsibility of relevant departments is not in place; fifth, the joint law enforcement of occupational hazards is not in place; sixth, the prevention and control measures of occupational diseases of enterprises are not in place

the protection of workers’ occupational health is not only related to the healthy and sustainable development of the country and enterprises, but also related to social harmony and stability. Therefore, it is urgent to strengthen the prevention of occupational diseases and carry out occupational health and safety supervision. Local safety supervision, health and labor security departments should actively take effective measures to improve the level of occupational health supervision, reduce the occupational health hazards at the operation site of enterprises and ensure the occupational health of employees

first, strengthen education and training to ensure the awareness of occupational disease prevention and control in place. At present, some enterprise leaders and safety management personnel attach great importance to the prevention of work safety accidents, but they do not know enough about the hazards of occupational diseases. Some workers, especially migrant workers, are mostly involved in toxic and harmful work, but their own safety awareness is weak, and they do not take protective measures at work, which is a high risk group of occupation. Therefore, it is necessary to strengthen occupational health education and training, widely publicize the “law on prevention and control of occupational diseases” through various media, popularize occupational health knowledge, improve employees’ occupational health awareness, and enhance employees’ awareness of occupational disease prevention. 1t is necessary to strengthen the training of occupational disease prevention and control laws, regulations, rules and occupational health knowledge for employees, educate employees to correctly use personal protective equipment for occupational diseases, and strictly abide by occupational health operation procedures

the second is to highlight key industries and ensure the implementation of occupational disease prevention measures. Chemical industry, textile, building materials, metallurgy, plastic manufacturing, metal products, printing and paper making are the key industries prone to occupational diseases, especially some small enterprises or workshops engaged in painting, polishing, welding, mining, dredging and other operations. Due to backward technology, poor equipment and inadequate protective measures, workers are exposed to many hazardous factors in acute and chronic occupations, 1n addition, the mobility of workers is large, the training of occupational disease prevention and control can not keep up, and the awareness of self-protection of workers is not enough. There are many risks and hidden dangers of occupational diseases. The safety supervision department should strengthen the inspection frequency of key enterprises with occupational hazards, urge the enterprises to seriously investigate the hidden dangers of occupational hazards, standardize the process flow, and improve various occupational health protection measures

the third is to standardize the enterprise behavior and ensure the implementation of the main responsibility of occupational health. All enterprises should implement the law on prevention and control of occupational diseases, strictly comply with the requirements of laws and regulations, conscientiously perform the main responsibility of prevention and control of occupational hazards, continuously increase the investment in relevant equipment, and provide the employees with workplaces and occupational health protection facilities that meet the requirements of the standards. Organize workers to learn knowledge of occupational disease prevention and control, and enhance workers’ awareness of protection. The hidden dangers of occupational hazard accidents should be checked regularly, and the hidden dangers should be rectified in time< The fourth is to strengthen the government supervision to ensure that the special rectification of occupational health is in place. Safety supervision, health and other departments should carry out in-depth special rectification actions for occupational health in accordance with the law on work safety, the law on prevention and control of occupational diseases and other laws and regulations, strengthen the daily inspection of occupational hazards in enterprises, and regularly monitor the hazard factors in occupational hazard sites. Supervise and urge the enterprise to implement the responsibility system of occupational disease prevention and control, establish the health records of employees, equip the employees with labor protection articles that meet the requirements, and regularly organize the physical examination of employees. Enterprises found to be not up to the requirements in the inspection shall be ordered to make corrections within a time limit. After the completion of the rectification period, the enterprises should be reexamined. For those enterprises whose rectification is not in place, they should strictly enforce the law, and truly abide by the law and investigate those who violate the law fifthly, strengthen the linkage of departments to ensure that the joint supervision of occupational health is in place. The work safety supervision and management department is responsible for the supervision and management of occupational health, the health department is responsible for the detection of toxic and harmful factors in the workplace and the physical examination of workers, and the labor security department is responsible for the identification of occupational diseases. The linkage mechanism of occupational disease prevention and supervision should be established, and joint law enforcement action should be carried out on a regular basis to form the joint force of supervision and ensure the effect of occupational disease supervision. Strengthen the communication between safety supervision, disease prevention and control, labor security and other departments, cooperate closely, exercise their functions and powers in accordance with their respective responsibilities, and assume regulatory responsibilities< The sixth is to strengthen the source management and improve the intrinsic safety of occupational health. Strengthen the inspection of occupational health law enforcement of enterprises, further find out the basic situation of occupational health of employees, establish and improve the occupational health accounts of employers, so as to achieve one file for each enterprise. According to the law of the people's Republic of China on the prevention and control of occupational diseases, the pre evaluation report of occupational hazards shall be prepared for the new construction, reconstruction and expansion projects that may cause occupational hazards. The occupational disease prevention facilities of the construction project shall be strictly examined by "three Simultaneities" to ensure no occupational hazards in the new construction, reconstruction and expansion projects. New construction, reconstruction and expansion projects that fail to carry out "three Simultaneities" as required shall be punished according to law to ensure the implementation of various prevention and control measures for occupational diseases copyright notice: This article is reproduced from the network media, only represents the author’s point of view, and has nothing to do with this website. 1f the information column articles and comments violate your legal rights, please call to let us know and we will deal with them in time
