For a long time, China's gas control and utilization seriously lags behind, which has become the biggest hidden danger of coal mine safety production. Therefore, gas is also known as the "first killer" of China's coal mine safety. As the saying goes, if gas is not treated, there will be no peace in the mine. According to statistics, high gas and gas outburst mines account for about half of all mines in China, and the number of deaths caused by gas accidents accounts for 1 / 3 of the total number of deaths in coal mine accidents every year. Since the founding of the people's Republic of China, a total of 22 malignant accidents with more than 100 deaths have occurred in coal mines nationwide, with 3569 deaths. Among them, there were 20 gas accidents and 3335 deaths, accounting for 90.9% and 93.4% respectively. 1n 2005, 2171 people died in coal mine gas accidents, accounting for 36.6% of all kinds of coal mine accidents; 1n coal mine accidents, gas accidents account for 71%. According to the results of the latest round of resource assessment, China's CBM resource reserves with a depth of more than 2000 meters reach 36.8 trillion cubic meters, equivalent to 45 billion tons of standard coal or 35 billion tons of standard oil, which is equivalent to the conventional onshore natural gas resource reserves. The state attaches great importance to the development and utilization of coalbed methane resources. Several opinions of the State Council on promoting the healthy development of coal industry clearly put forward "encourage gas drainage and utilization, turn harm into benefit, and promote the development of coalbed methane industrialization". At present, the development and utilization of coalbed methane in China has become a new industry with broad prospects, and has been used in many fields, such as civil, power generation, industrial fuel, automobile fuel and so on. According to statistics, the installed capacity of coal-bed methane power generation in 2005 has reached 200000 kW. With the continuous maturity and popularization of coalbed methane extraction and utilization technology, it will play an increasingly important role in alleviating the shortage of oil and gas resources in China< (3) gas control and utilization is an effective means to reduce greenhouse gases and improve environmental quality. Methane is the main component of gas, which produces 21 times the greenhouse effect of carbon dioxide and 7 times the destructive power to the ozone layer. According to the estimation of relevant departments, the national gas emission to air accounts for about 1 / 3 of the total methane emission from industrial production, and the methane emission can be greatly reduced after gas utilization. 1n recent years, with the rapid growth of coal production and the increase of coal mining depth, this problem has become more prominent, which has attracted the attention of domestic and international society. Since the Kyoto Protocol came into effect in February 2005, China is facing increasing pressure of "emission reduction". The development and utilization of gas is of great significance to effectively reduce greenhouse gas emissions and improve the quality of atmospheric environment< The Party Central Committee and the State Council attach great importance to the comprehensive control, development and utilization of coal mine gas. 1n 2005, the 81st executive meeting of the State Council formulated seven measures for centralized gas control. At the beginning of this year, the State Council further put forward the work goal of "striving to use about two years to reduce the serious and serious accidents of coal mine gas explosion by a large margin". Through a number of measures, such as surface pre extraction before coal mining, synchronous extraction during coal mining, and continuous extraction in goaf after coal mining, efforts have been made to realize the integration of coal mining and gas recovery and industrialization of development and utilization. At present, 147 counties (districts) have realized the networking of high gas mine gas monitoring system, and 60% of low gas mines have installed gas monitoring system. The annual gas drainage volume of some coal mining enterprises has exceeded 100 million cubic meters, and the gas utilization rate has exceeded 50%, which has achieved good benefits. 1n 2005, 328 CBM wells were constructed in China, which exceeded the total number of wells in previous years; China’s CBM extraction volume has reache2.3 billion cubic meters, and the total utilization volume has exceeded 1 billion cubic meters; 1n the first half of this year, with a year-on-year increase of 4.4%, the number of gas accidents and deaths decreased by 30.6% and 45.1% respectively from the overall situation of the country, the comprehensive control and development and utilization of coal mine gas is still in its infancy, and there are still many problems to be solved: in the aspect of gas drainage and utilization, the reserves and drainage volume, the drainage volume and utilization volume are not proportional, very uncoordinated, affected by the low technical level, insufficient investment in drainage engineering, the construction of long-distance pipeline network can not keep up Due to many factors such as imperfect incentive policies, gas extraction and utilization are far behind conventional natural gas. 1n the aspect of gas control, the problem of “one ventilation and three prevention” measures not being implemented in some coal mining enterprises is still prominent, and the reliable ventilation, drainage and gas monitoring system has not been established technically; 1n the system, there is no strict implementation of the gas control policy of “drainage before mining, monitoring and controlling, and determining production by wind”; 1n terms of supervision, the over ventilation capacity and over quota production of coal mines have not been eliminated, especially for the illegal production of infrastructure and reconstruction and expansion mines, the supervision is not effective, and the law enforcement is not strict, so the momentum of frequent gas accidents in coal mines has not been effectively curbed< On the one hand, it is necessary to strengthen the confidence and determination that gas can be prevented, controlled, controlled and used. On the other hand, it is necessary to take measures from the aspects of technical policy, economic policy, legal means and supervision and management to gradually establish an industrial system of gas control, development and utilization, Promote coal mine safety production and the healthy and coordinated development of coalbed methane industry< (1) vigorously promote the scientific and technological innovation of coal mine gas control and utilization. According to the existing conditions of China's coal resources and the current situation of coal mine science and technology development, combined with the implementation of relevant key projects in the national medium and long-term science and technology development plan, we should strengthen the integration of science and technology resources, strengthen the basic theoretical research, speed up the research of science and technology, and improve the technical level of coal mine gas control, drainage and utilization. First, accelerate the construction of National Engineering Research Center for coal mine gas control and National Engineering Research Center for CBM development and utilization, carry out scientific research on CBM development and utilization, and form a scientific and technological innovation system and technology integration system for gas control and utilization. The second is to strengthen basic theoretical research and scientific and technological research, actively promote the achievements of the national "Ninth Five Year Plan" and "Tenth Five Year Plan" scientific and technological research projects for comprehensive gas control, vigorously promote the application of advanced and applicable technology and equipment, arrange the 3 billion national debt fund support projects as soon as possible, and focus on supporting the comprehensive gas control and utilization technology transformation projects. Second, promote the construction of coal-bed gas pipeline network, strengthen the connection with natural gas pipeline network, and expand the consumption market of coal-bed gas.
