Safety requirements before work at height

1. Before high-altitude operation, hazard identification shall be carried out according to the operation content, and corresponding operation procedures and safety measures shall be formulated. The identified hazardous factors are written into the “high place safety work permit”, hereinafter referred to as “work permit”, and the corresponding safety measures are formulated

2 in addition to the implementation of this specification, the work at height shall comply with the current national technical standards for work at height and safety

3 the person in charge of the work unit shall be responsible for the safety technology of work at height and establish the corresponding responsibility system

4 workers working at height and those who set up safety facilities for working at height should pass professional technical training and professional examination, work with certificates, and have regular physical examination. Personnel with occupational contraindications (such as hypertension, heart disease, anemia, epilepsy, mental disease, etc.), old and weak, fatigue, poor eyesight and other unsuitable for work at height are not allowed to work at height

5 units engaged in work at height should apply for work permit and implement safety protection measures before operation

6 the approval personnel of work permit should go to the site of work at height to check and confirm the safety measures before approving work at height

7 the safety signs, tools, instruments, electrical facilities and all kinds of equipment in high altitude operation should be checked before operation, and put into use after confirming that they are in good condition

8 the emergency plan for high altitude operation shall be formulated before high altitude operation, including the escape route and rescue method for operators in case of emergency, life-saving facilities and fire-fighting equipment to be equipped on site, etc. Relevant personnel should be familiar with the contents of the emergency plan

9 the emergency plan of the unit should be implemented in case of emergency (high altitude operation under the following circumstances):

1) outdoor climbing and hanging high altitude operation in severe weather such as strong wind above level 6 and dense fog

2) when working at heights near the vent pipelines or chimneys that emit toxic, harmful gases and dust, the concentration of toxic substances at the operation point is unknown

10 before the work at height, the person in charge of the work unit should carry out the necessary safety education for the workers working at height, explain the site environment and safety requirements, as well as the handling and rescue methods in case of accidents

11 before working at height, the operators should check the “work permit” and check and accept the implementation of safety measures before operation

12 workers working at height shall wear labor protection articles in accordance with national standards, safety belts in accordance with the requirements of GB 6095 and safety helmets in accordance with the requirements of GB 2811. Check before operation

13 before working at height, the work unit shall formulate safety measures and fill them in the work permit

14 the materials, appliances and equipment used for work at height shall meet the requirements of relevant safety standards

15 the erection of scaffolds for work at height shall comply with relevant national standards. According to the actual requirements, hanging cage, ladder, protective fence, toe board, etc. meeting the safety requirements shall be provided for high-altitude operation. The springboard shall meet the safety requirements, and both ends shall be bound firmly. Before operation, check whether the safety facilities are solid and reliable. Sufficient lighting shall be provided for night work at height

16 stairways, elevators and hanging cages for workers working at heights shall meet the requirements of relevant standards; Reliable safety measures shall be taken when operators go up and down. The fixed steel vertical ladder and steel inclined ladder shall meet the requirements of GB 4053.1 and GB 4053.2, and the portable wooden ladder and portable metal ladder shall meet the requirements of GB 7059 and GB 12142

17 the foot bottom of portable wooden ladder and portable metal ladder should be solid and should not be padded up for use. The pedal must not be out of gear. The upper end of the ladder shall be fixed. The strength of ladder beam after connection shall not be lower than that of single ladder beam.
