The key of occupational disease prevention and control is to implement the responsibility

China has become the country with the most serious occupational hazards in the world. According to the data provided by the Ministry of health, there are about 16 million enterprises with toxic and harmful workplaces in China, and about 200 million workers suffer from different degrees of occupational hazards in the process of working. 1n particular, the majority of migrant workers work in small and medium-sized enterprises with serious occupational hazards, with low wages, long working hours and poor environment. They are becoming the main group suffering from occupational hazards< 1n fact, as early as 2001, China promulgated the "law on prevention and control of occupational diseases". However, this law, which aims to protect the occupational safety and health of employees, has not played its due role in reality. This law not only has major defects, but also has not been well implemented in reality, which is incompatible with the current economic and social development. 1n this case, it is an inevitable choice to amend the law. So, how to amend the occupational disease prevention and control law? 1n my opinion, the implementation of government and corporate responsibility is the key employees work and live in the site provided by the enterprise, so the responsibility for the prevention and treatment of occupational diseases must ultimately be implemented in the enterprise Article 30 of the law of the people’s Republic of China on the prevention and control of occupational diseases stipulates that when signing a labor contract with a laborer, the employer shall truthfully inform the laborer of the possible occupational hazards and their consequences, occupational disease prevention measures and treatment, etc., which shall be stated in the labor contract, and shall not conceal or cheat. Article 20 stipulates that effective occupational disease prevention facilities must be adopted, and occupational disease prevention articles for personal use must be provided for workers. However, these prevention and control measures have not been effectively implemented in enterprises. Many laws and regulations on the prevention and control of occupational diseases remain on paper and become empty words. 1n the end, many employees have paid the price of their lives. The primary reason for the frequent occurrence of occupational hazards is that the prevention and control responsibility of enterprises is not implemented at the same time, some places place one-sided emphasis on economic development, ignore the work of occupational disease prevention and control, the introduction of construction projects is not strict, and serious occupational hazards appear at the same time of economic development. There are also insufficient investment in the prevention and control of occupational diseases. The number of technical service institutions for the prevention and control of occupational diseases is small and uneven, which can not meet the needs of the current prevention and control of occupational diseases. At the same time, in the supervision of occupational disease prevention and control, the government departments have not formed a joint force, and there are problems of weak supervision and even absence. The neglect of local government is an important reason for the frequent occurrence of occupational hazards therefore, in the face of the current situation of frequent occurrence of occupational diseases, it is necessary to strengthen the enforcement of the law and implement the prevention and control responsibility of enterprises in amending the law on prevention and control of occupational diseases. Enterprises that ignore the health rights and interests of employees and cause occupational disease hazards shall be sternly punished. At the same time, the prevention and control of occupational diseases should be included in the performance evaluation objectives of governments at all levels, linked with the “black hat” of officials, so as to ensure the implementation of government responsibilities and the investment of prevention and control funds
