Three accidents of grain burying reported by Grain Bureau

According to the website of the State Grain Administration, recently, three grain burying accidents occurred successively in grain and oil storage enterprises, resulting in six deaths. All the three accidents occurred in private enterprises, and the dead were temporary workers. The occurrence of the accident once again exposed that some areas did not strictly implement the territorial supervision responsibility of safety production, and some enterprises did not strictly implement the safety production operation procedures, which resulted in painful consequences and profound lessons

on December 30, 2013, when Jiangsu Wuxi Xihui grain and oil purchasing and Marketing Co., Ltd. organized the grain out of the warehouse, an operator went into the warehouse to remove the grain baffle and was buried in the grain pile to death

on February 13, 2014, when the Hongding grain purchasing and Marketing Co., Ltd. in Lanxi County of Heilongjiang Province organized personnel to deal with the top of the wet grain in the warehouse before drying, the top of the corn knot collapsed, and four operators were buried in the grain pile, causing three deaths and one injury

on February 26, 2014, two workers of Jilin Jinliang grain and Oil Co., Ltd. were reinforcing a circular steel strip of a prefabricated concrete grain storage with grain, when the grain storage collapsed suddenly, and two workers were buried to death by spilled corn

the first reason for the accident is that the territorial supervision responsibility is not implemented. The relevant local grain administrative departments neglect the supervision of private enterprises, and fail to implement the territorial supervision responsibility according to the requirements of “managing industry must manage safety, managing business must manage safety, and managing production and operation must manage safety”. Second, the main responsibility of enterprise safety production is not implemented. The investment in production safety of enterprises is obviously insufficient, and the safety education and training for employees is insufficient. The relevant personnel command and operate in violation of regulations, and the regulations on safe production and operation are in vain. The monitoring measures on the operation site are not in place, and the safety rope (belt) is not used correctly. Third, the old warehouse management requirements are not implemented. Relevant localities and enterprises failed to implement the management requirements of the State Food Administration on “no grain collection without reinforcement of dangerous warehouses, no grain storage without reaching the standard of old warehouses”
