1 would like to make three comments as follows:

first, progress has been made in the implementation of assessment indicators for work safety control in China

since the beginning of this year, all regions and departments have conscientiously implemented the spirit of the national work safety conference, and conscientiously implemented the work safety control indicators in accordance with the deployment of the work safety committee of the State Council. With the great attention of governments at all levels and the joint efforts of work safety committee offices at all levels, safety supervision departments, coal mine safety supervision institutions and relevant departments, the national safety production control indicators have been well implemented and positive progress has been made in all work

according to statistics, in the first half of the year, the death toll of all kinds of accidents accounted for 42.5% of the annual control assessment index, which was controlled within the progress target. Among them, the death toll of industrial, mining and commercial enterprises accounted for 39.7% of the annual control assessment index. Coal mines accounted for 37.7% of industrial, mining and commercial enterprises; Fire accidents accounted for 35.6%; Road traffic accounted for 43.8%; Railway traffic accounted for 41.1%, all of which were controlled within the schedule target

among the 32 statistical units (provinces, autonomous regions, municipalities and Xinjiang Construction Corps), 31 Units (96.9%) controlled the death toll of various accidents within the progress target. Among them, 30 units (93.8%) controlled the death toll of industrial, mining and commercial enterprises within the progress target. Among the industrial, mining and commercial enterprises, 28 units (96.6%) controlled the death toll within the progress target< 1n the first half of this year, the implementation of the national work safety control indicators has the following characteristics: (1) the government leaders attach great importance to the implementation of the national work safety control indicators and sign the responsibility certificate. After the release of safety production control assessment indicators, the provincial and regional governments attached great importance to it, seriously studied and formulated the implementation plan, held a meeting in time, and arranged and deployed the specific work of safety production control assessment indicators in 2006. Provincial leaders have signed letters of responsibility with municipal governments, relevant provincial and regional authorities and enterprises directly under them. Subsequently, the municipal and county governments also held meetings one after another to sign the letter of responsibility step by step. From the supervision and investigation of the General Administration of the people’s Republic of China on nine provinces and autonomous regions, from the main leaders of the government to the relevant departments, they attach great importance to the assessment indicators of work safety control, hold meetings, sign the responsibility certificate, establish the assessment and reward system, and effectively promote the implementation of the assessment indicators of work safety control< (2) strengthen the "two main bodies" and "two responsibility systems" and clarify the responsibility of index control. 1n the notice of safety production control indicators issued by safety committees of all provinces and regions, it is clearly stipulated that governments at all levels are responsible for the control of safety production indicators, and the main leaders of the government are the first responsible person. Through signing responsibility letters at all levels, a responsibility system with each responsible for its own responsibility and one level at a time has been formed; Most of the regions have assigned control indicators to the large and medium-sized enterprises, making it clear that the legal representative of the enterprise is responsible for the overall responsibility; At the same time, the provincial and regional governments have also issued indicators to the departments responsible for safety management, making clear the corresponding indicator control responsibilities. 1n order to form a strong incentive and restraint mechanism, most regions and units have established the control index evaluation system, which includes the control index into the economic and social development plan, the cadre performance evaluation content, and the safety production target management synchronous evaluation. For example, Fujian provincial government began to implement the safety production target responsibility system in 1989. After more than ten years of active exploration, it has established a government safety work responsibility system of "horizontal to the edge, vertical to the end, combination of various sections, and joint management". 1t has formed a safety production work pattern in which the chief executive is in charge of the overall responsibility, the main leaders are in charge of the work in person, the leaders in charge of the work are in charge of the work in full time, and the four leading groups are in charge of the work together; The enterprise safety work responsibility system of "the legal representative takes the overall responsibility, the leader in charge takes the special responsibility, and everyone in the team takes the responsibility" has been established. The responsibility of safety production management has been implemented from top to bottom to the person in charge of the enterprise and each employee, forming a working system and atmosphere in which everyone pays attention to safety, everyone manages safety, and everyone wants safety. The implementation of "one post with double responsibilities" among leading cadres of governments at all levels in Xinjiang autonomous region has further strengthened the responsibility for work safety of leading cadres at all levels< (3) establish the responsibility assessment method of safety production control assessment index and establish the restraint and incentive mechanism. At present, most provinces and autonomous regions in China have established a relatively complete assessment method of safety production control assessment indicators, including the control assessment indicators into the safety production work target assessment, and some provinces and autonomous regions have included the control assessment indicators into the performance assessment system of governments at all levels, relevant departments and units. Some cities and counties in Fujian Province have also been included in the performance appraisal of Party committees at all levels. Xinjiang Autonomous Region will include it in the regional spiritual civilization construction and social security comprehensive management evaluation index system. Shanghai, Jiangsu, Liaoning, Heilongjiang, Fujian, Qinghai, Ningxia and other provinces (autonomous regions and cities) implement the "one vote veto" of the assessment index of production safety control. The unqualified municipal, district and county governments and relevant departments can not evaluate the excellent and the first, and the first person in charge and the person in charge of production safety can not evaluate the excellent and promote. This year, Shanxi Province increased its award to 13.8 million yuan from 11.9 million yuan last year, and Jiangsu Province gave 5 million yuan a year to award advanced regions, departments and units. Heilongjiang, Shanghai, Fujian, Qinghai, Ningxia and other provinces (autonomous regions and cities) give each city and county with good performance an annual reward of 30000-300000 yuan< (4) implement the concept of "zero index" control to enhance the awareness of security. 1n order to further strengthen the index control and enhance the awareness of prevention, some provinces and autonomous regions have implemented "zero index" control on areas, industries and enterprises that have no casualties in recent years. Liaoning, Heilongjiang, Shanghai, Jiangsu, Qinghai, Ningxia and Xinjiang have implemented "zero index" control on large and medium-sized enterprises without casualties; 1n recent years, Fujian Province has implemented "zero index" control over the areas, industries and enterprises where no casualties have occurred, and signed target responsibility certificates at all levels to clarify the responsibility for safety production. Through the "zero index" control, the combination of quantitative and qualitative assessment is implemented, the awareness of safety accident prevention is enhanced, and the focus of comprehensive supervision of production safety is shifted from accident control to accident prevention, and from post supervision to pre prevention. The focus of safety work has gradually shifted to the investigation and management of hidden dangers, improving the safety quality and safety awareness of employees< (5) further improve the control and assessment index system. 1n order to implement the safety production control indicators, in the process of decomposing and implementing the tasks assigned by the state, the provinces and regions further expanded the content of qualitative indicators assessment in the case of improving the quantitative assessment in combination with the local reality. Through the combination of quantitative and qualitative assessment, the indicator system gradually tends to be improved. Shanghai, Jiangsu, Fujian, Hainan, Xinjiang, Qinghai and Ningxia, on the basis of the indicators issued by the state, have added control indicators such as water transportation, fishing vessels, agricultural machinery and the number of major accidents. Fujian Province has increased the assessment of accident hidden danger rectification, special rectification and safety supervision. Xinjiang Autonomous Region will include safety laws and regulations, safety culture construction, accident investigation and handling and administrative investigation into the assessment content. Shanghai has set up a special expert group to study and formulate the indicator system. Based on the comprehensive consideration of the economic indicators, production safety control indicators and actual death toll of each district and county in the previous year, they allocate the corresponding weights to calculate and decompose the control assessment indicators in 2006< (6) strengthen supervision and inspection to ensure the implementation of control assessment indicators. From what we know, all provinces and autonomous regions have strengthened the supervision and inspection of index control. Through monthly statistical control of the progress of the completion of assessment indicators, seriously summarize the problems in the implementation of control assessment indicators, so as to take measures to solve them. For example, Jiangsu Province and Shandong Province have established a monthly regular meeting system for statistics and analysis of work safety accidents led by the Safety Supervision Bureau and participated by the member units of the safety committee, established a linkage mechanism, found out the existing problems through the analysis of the situation, and carried out targeted safety supervision and supervision. Some provinces and autonomous regions have established regular and irregular supervision and inspection systems. Through daily supervision and inspection, problems in the implementation of control assessment indicators are found and corrected in time. For example, Heilongjiang province holds a special notification meeting on work safety presided over by the governor every month to strengthen the supervision on the completion of assessment indicators of work safety control in key regions, industries and fields, and urge relevant regions, departments and industries to strengthen the implementation of indicators. At the same time, it regularly publishes the implementation of the indicators in mainstream news media, newspapers and government websites to accept social supervision. For example, the safety committee of Ningxia Autonomous Region publishes the progress of index control in various cities on Ningxia daily, Ningxia TV station, Ningxia production safety magazine and other media every month, and timely informs the municipal government of the quarterly index control situation, and copies to the Party committee, the people's Congress, the government and the four leading groups of the CPPCC and relevant departments of the autonomous region; Qinghai Province will report the index control situation to the member units of the safety committee once a quarter in the first half of this year, with the joint efforts of all regions, departments and units, the national work safety index control work has achieved phased results. First of all, the achievement is the result of the Party Central Committee and the State Council’s great attention and correct decision-making, as well as the joint efforts of all regions and departments. Here, on behalf of the office of the work safety commission of the State Council and the State Administration of work safety, 1 would like to express my heartfelt thanks to the local governments, relevant departments and coal mine safety supervision institutions at all levels< Second, we should unify our thinking, enhance our understanding, and strengthen our confidence in the implementation of work safety control assessment indicators. From January to July, there were 378938 accidents and 61103 deaths, down 9.9% and 11.1% respectively. The number of accidents and deaths in industrial, mining and commercial enterprises decreased by 16.1% and 15.5% respectively; Coal mines decreased by 12.7% and 23.5% respectively< However, the problems in some key industries such as coal mines are still very serious, and the situation of safety production in China is still grim. Especially in the past two or three months, the number of major accidents has increased significantly, the total number of coal mine accidents has continued to increase, and most industries have experienced a rebound in accidents and a month on month rise. Take coal mines as an example: in May, the number of accidents and deaths increased by 27.8% and 11% respectively, while in June, they increased by 13.9% and 12.4% respectively. Although the number of accidents in July decreased slightly, the number of deaths still increased by 15.7%. One of the reasons for the recent rebound in accidents is that the problem of illegal production has not been solved, or even repeated. Second, due to the arrangement of the work is not very good
